北大西洋条約機構（NATO）のストルテンベルグ事務総長は２日、外相理事会後の記者会見で「中国は人権を侵害し他国をいじめている」との厳しい認識を示した上で、中国対策でNATO非加盟の日韓やオーストラリアを含む「民主主義国の共同体は協力しなければならない」と述べ、結束を訴えた。外相理事会は同日、オンラインで開催した２日間の日程を終え、台頭する中国に関する包括的報告に合意した。
２日目の協議には日韓などアジア太平洋地域のパートナー国の代表も参加。中国と対峙する上での情報や分析結果の共有など、どのような協力ができるか意見交換した。ストルテンベルグ氏は、中国とは貿易や気候変動などではパートナーであり「敵国ではない」としつつ「世界第２位の国防予算を持ち、新たな軍事力に多額の投資をしている」と指摘。「この１年で中国に対するわれわれの理解が大きく変化した」と述べた。
China's military rise poses ‘important challenges’ to security, Nato says
China is not our adversary, its rise presents an important opportunity for our economies and trade. We need to engage with China on issues, such as arms control and climate change. But, there are also important challenges to our security. China is investing massively in new weapons. It is coming closer to us from the Arctic to Africa, and by investing in our infrastructure. China does not share our values. It does not respect fundamental human rights, and tries to intimidate other countries. Must address this together both as NATO Allies and as a community of like-minded countries.
